Abstract:
The third Community action programme to assist disabled people,
the "HELIOS II programme", is intended to promote
equal opportunities for and the integration of disabled people.
Integration produces a positive relationship between individuals
and their physical and social environment. It allows disabled
people to develop their potential and to contribute to the development
of a non-discriminatory society in which they can be perceived
as, treated as and consider themselves as full and equal citizens.
Exchange and Information Activities (E.I.A.) are one of the
programme's operational aspects. There are four E.I.A. sectors,
namely functional rehabilitation, educational integration, economic
integration, and social integration and an independent way of
life. 14 European seminars were organized during the third quarter
of 1994 and in January 1995. Each of these seminars brought
together several theme-based groups.
One of the proposals of the participants of the HELIOS thematic
group: "People with disabilities and their families should
be given the right to be fully involved and consulted at all
stages of the planning, establishment, monitoring and evaluation
of services used or purchased".
