Abstract: The third Community action programme to assist disabled people, the "HELIOS II programme", is intended to promote equal opportunities for and the integration of disabled people. Integration produces a positive relationship between individuals and their physical and social environment. It allows disabled people to develop their potential and to contribute to the development of a non-discriminatory society in which they can be perceived as, treated as and consider themselves as full and equal citizens. Exchange and Information Activities (E.I.A.) are one of the programme's operational aspects. There are four E.I.A. sectors, namely functional rehabilitation, educational integration, economic integration, and social integration and an independent way of life. 14 European seminars were organized during the third quarter of 1994 and in January 1995. Each of these seminars brought together several theme-based groups.
The basis of the work done in 1994 were two priority themes for the sector "Functional Rehabilitation": Coordinated measures to allow the disabled people to remain in their usual environment; Coordinated measures to promote a rapid return to social an professional life. The involvement of the disabled people and especially their families and their home environments are important factors in the rehabilitation process.
