Further comments during evaluation:

Evaluation needs the right expertise:
Technologists for technology, market specialists for marketing and exploitation, user experts for user participation, management experts for organisation and management, etc. A good expert does not evaluate areas where s/he has no expertise. It is always a sign of expertise to refuse to evaluate project aspects besides the own expertise.

In regard to user participation:
Projects mostly do not meet all the principles of the FORTUNE concept. However, it makes sense to use the FORTUNE scheme to find out how close or far the project plans are compared to the ideal model. Going through the principles, criteria and indicators a systematic assessment of the plans for user participation can be achieved. It is not a good idea to reject a project, because it does not meet fully the idea model (You might end up with nothing in the end). The better idea is to acknockledge the efforts already done by the project (if so at all), to indentify the weak points and to recommend concrete improvements.
